Utility Installations

Applicants may obtain a License Agreement for Utility Occupancy (Pipe & Wire) through a formal application process. To initiate the process the applicant must submit their application via our portal. Incomplete applications which do not include the pertinent information will be rejected immediately. The completed application, project plans, and a non-refundable application fee (via ACH, wire transfer or paper check made payable to the railroad) is required for processing.

Upon receipt of the complete application, the Utility Occupancy team coordinates through multiple internal departments to secure approval. The approval process may take a few months depending on the complexity of the project. A full and detailed submission including a cover letter, complete and accurate application, drawings in conformance with Amtrak specifications, and application fee is a key step to ensure timely processing. Application for a utility occupancy does not guarantee approval. If the application is approved, a Utility Occupancy License Agreement will be drafted and forwarded to the applicant for signature. The partially executed agreement must be returned to the Real Estate Department accompanied by the licensee payment and relevant proof of insurance, outlined in the agreement, prior to execution on behalf of the railroad.

Once the Utility Occupancy License Agreement is executed, a temporary Permit To Enter (PTE) must be secured to enter onto railroad property. A PTE is a separate application process provided upon agreement execution and requires the submission of an application fee (due when application is submitted) for a one (1) year term. The entire PTE process takes a minimum of 30 business days depending on the complexity of the project. Entry onto railroad property without an approved PTE is considered trespassing.

For existing facilities on Amtrak property with an active Utility Occupancy License Agreement, follow the submittal instructions above and include a copy of the agreement with the submission.
