Vice President, Government Affairs & Corporate Communications

Ken Altman is Vice President, Government Affairs & Corporate Communications. He joined Amtrak as a Legislative & Regulatory Affairs Director in 2016 and subsequently held several positions of increasing responsibility.

Since October 2025, he has led a department charged with managing relations with all levels of government and various external stakeholders and protecting the company’s brand and reputation. His team is responsible for congressional affairs, state and local legislative affairs, community affairs, regulatory affairs, external affairs and public policy, as well as media relations, employee communications and creative services.

Prior to joining Amtrak, Ken worked for 12 years as a staffer in the U.S. Senate. In his most recent role on the Hill, he was professional staff on the Transportation, Housing and Urban Development Subcommittee of the Senate Appropriations Committee. Before that, he was an Appropriations Director and Legislative Assistant for two senators. Earlier in his career, Ken oversaw community outreach, constituent services and advance/logistics work in a senator’s district office.

Ken earned a Master of Public Administration from the University of Pennsylvania and a Bachelor of Arts in Political Science from the University of Delaware. He has completed executive certificate programs in infrastructure finance, social media and digital strategy, and public relations through Harvard, MIT and Cornell universities, respectively.
