Positive Train Control

The Rail Safety Improvement Act of 2008 mandated the implementation of Positive Train Control (PTC) on many rail routes over which Amtrak trains travel. As the deadline for the nationwide implementation of PTC is December 31, 2015, Amtrak has been diligently working for many years to install these systems on the track we own. We are proud of the progress we have made and fully anticipate that we will meet the deadline for the majority of our track and generally operate as normal in the Northeast Corridor.

Most of the 21,000-mile national network, however, is not owned by Amtrak but by other railroads. We operate our trains over these host railroads who are responsible for installation of PTC on their infrastructure. When PTC is installed and certified by the Federal Railroad Adminstration (FRA), Amtrak crews will be trained to operate over each host railroad route. Many freight railroads have stated they may decline to transport certain freight and may suspend passenger service on their track that is not PTC compliant if the current December 31, 2015 deadline is not extended. Congress is considering legislation to extend the deadline to allow more time for the nation’s railroads to complete their work on PTC implementation. We are evaluating our options and working closely with the FRA, host railroads and commuter operators to minimize any inconvenience to our customers holding reservations on the affected routes in 2016.

At Amtrak, we are dedicated to the highest level of safety for our passengers and employees. We are closely monitoring the progress of Congressional action on this important safety statute, and will continue to communicate with customers who may be impacted by a potential suspension of service.
