Transforming Rail in Virginia
Amtrak is working with the Commonwealth of Virginia to expand and improve passenger rail service between Washington, DC and Richmond, Virginia, a corridor shared by growing volumes of intercity passenger, commuter and freight rail traffic.
The Virginia-led initiative, called Transforming Rail in Virginia (TRIV), is a $3.7 billion investment to improve passenger, commuter and freight rail in Virginia with the expansion of the Northeast Corridor into Virginia, creating a vital connection between the Northeast and Southeast corridors. The multi-phased initiative is made up of a several projects that will improve railroad infrastructure, add capacity, and improve reliability of both passenger and freight rail.
With Phases 1 and 2 of TRIV, the Virginia Passenger Rail Authority (VPRA) is acquiring railroad track and right-of-way, and adding significant infrastructure improvements to the northern end of the line, including a new Long Bridge for passenger rail trains over the Potomac. TRIV will add capacity and begin to provide separation between freight and passenger operations, improving the reliability of both. Future phases will enable expanded Amtrak service to Raleigh and Charlotte, NC, which is significantly shorter and faster than Amtrak’s current route to Raleigh. In addition, Amtrak’s partnership with Virginia will more than double Amtrak service in Virginia (with an additional seven round trip trains daily), extend Amtrak service to Christiansburg, VA (in the New River Valley), and enable Amtrak dispatching of the passenger rail tracks between Richmond and Washington as freight-passenger rail separation occurs.
Virginia Department of Rail and Public Transportation (DRPT) and the Washington, DC, Department of Transportation were the NEPA environmental sponsors. The Record of Decision for the Washington to Richmond improvements was received September 5, 2019, and a separate Long Bridge Record of Decision was received September 3, 2020.
