Executive Vice President and Chief Human Resource Officer

Qiana Spain is Executive Vice President and Chief Human Resource Officer for Amtrak. She has served in this role since June 2020.

In her role, Qiana is responsible for developing and executing the company’s human resources strategy to support the long-term direction of the company. She oversees Amtrak’s succession planning, talent management, change management, organizational and performance management, training and development, labor relations and compensation.

Spain joined Amtrak in March 2020 as Vice President of Human Resources with more than two decades of human resources experience. Most recently she led Human Resources at Siemens in Orlando, FL, for the company’s Gas and Power division. In that role, Spain led her team in developing HR strategy and implementing programs to drive business performance for 14,000 employees across the U.S. Qiana began her career at Lockheed Martin where worked in various functions within HR to include leadership positions in labor relations, operations, digital transformation and strategic HR business partner.

She earned a Bachelor of Science degree in Business Administration with a focus in Information Technology and Human Resources from the University of Colorado, Boulder and a Master of Science degree in Human Resources with an emphasis in Employment Law from Pennsylvania State University.
