Executive Vice President, Service Delivery & Operations

Scot Naparstek is Executive Vice President (EVP), Service Delivery & Operations, serving in this role since January 2022. Scot leads an organization focused primarily on safely and reliably delivering Amtrak services to customers, operating and maintaining the company’s core railroad assets, including infrastructure and rail car and locomotive fleets, and driving process improvement and efficiencies across the Amtrak network.

Service Delivery & Operations consists of the Transportation, Mechanical, Infrastructure Maintenance & Construction Services, Customer Service Stations, Onboard Services and Food & Beverage, California Operations, Operations Integration and Network Support functions.

Since January 2017, Scot had served as EVP and Chief Operations Officer. This followed more than three years in the role of Senior Vice President of Operations (SVPO) during which he supported the Executive Vice President of Operations (EVPO) and the Operations Leadership team. He provided strategic direction and guidance for Operations objectives with a key focus on aligning Operations with the Amtrak strategic plan. Scot supplemented the EVPO responsibilities and had complimentary responsibility and authority to ensure that the objectives and goals of the Operations Leadership team were met or exceeded.

During his time as SVPO, Scot also assumed two interim roles. First, he was assigned as Interim Chief Engineer from September 2014 to June 2015. In this role, Scot had responsibility for all engineering assets and human resources. This included oversight for state of good repair on Amtrak infrastructure, the maintenance of infrastructure, technical excellence relative to infrastructure and project management execution of Amtrak’s infrastructure capital plan. Second, he served as Interim Deputy General Manager of the Mid-Atlantic Division for the Northeast Corridor Business Line. Scot had responsibility for all train operations and supporting resources. He held this position from August 2015 to December 2015.

Scot originally joined Amtrak as the Director of Corporate Human Capital Business Partners in May 2012, and that September he was also appointed leader for Amtrak Labor and Employee Relations. In this role, he was accountable for partnering with lines of business and human capital management, developing and executing Amtrak’s talent management, labor relations and employee relations strategies in alignment with the goals of Amtrak’s Strategic Business Plan.

Prior to joining Amtrak, Scot’s roles included Director of Human Resources for Titan America LLC, EBITDA Project Leader, Plant Manager and Human Resources Director for ABB Inc., and Human Resources Director for Lilly Industries, Inc. Scot also has extensive experience in operations management, engineering and human resources with Cummins Engine Company.

Scot graduated from the Columbia University School of Engineering with a major in Mechanical Engineering. He also holds a Master of Business Administration from St. Bonaventure University.
