Scot Naparstek serves as Amtrak Executive Vice President and Chief Operating Officer, overseeing a reorganized Operations department focused on safety, service delivery, productivity and capital project execution. His team manages train operations in the east, central and west regions. The department also encompasses Safety, Compliance and Training; Mechanical; Engineering; Network Support; and Corporate Security groups, as well as the Amtrak Police Department.

Scot previously worked as Assistant Vice President of Operations, supporting the Operations leadership team by providing strategic direction and guidance for department objectives with a key focus on aligning Operations with the Amtrak strategic plan.

He first joined Amtrak in May 2012 as director, Corporate Human Capital Business Partners. Scot was later give responsibility for partnering with business lines and Human Capital management to develop and execute Amtrak’s talent management, Labor Relations and Employee Relations strategies in accordance with the company’s strategic plan.

His experience includes leadership roles in Fortune 500, Fortune 1000 and other publicly traded industrial organizations. Prior to Amtrak, Scot served as Director of Human Resources for Titan America LLC; EBITDA Project Leader, Plant Manager and Human Resources Director for ABB Inc.; and Human Resources Director for Lilly Industries, Inc.

Scot graduated from the Columbia University School of Engineering with a major in Mechanical Engineering. He also holds a Masters of Business Administration from St. Bonaventure University.
