In February 2009, Congress passed the American Recovery and Reinvestment Act (ARRA), which appropriated $1.3 billion to Amtrak for capital investment. The ARRA requires that Amtrak allocate $850 million for funding to rebuild and modernize infrastructure, equipment and business systems. In anticipation of economic stimulus funding, Amtrak developed four criteria for scoring and ranking projects that could be successfully implemented. The criteria included the following:
