The Electronic Freedom of Information Act Amendments of 1996 mandated that entities subject to the Act make certain categories of records available to the public. Such records include: (1) final opinions and orders made in the adjudication of cases, (2) specific agency policy statements, (3) administrative staff manuals and instructions to staff that affect a member of the public; (4) records that have been released under the FOIA that have become or are likely to be the subject of subsequent FOIA requests, and (5) a general index of the records in the reading room.
